Some of the national security concerns that have been raised in connection with US dependence on imported oil are "overblown," according to a study by the Rand Corporation. The California-based think tank said efforts to curb the flow of funds to terrorists through measures affecting the oil market will be ineffective because terrorist attacks cost so little to perpetrate.
