India's Oil and Natural Gas Corp (ONGC) is contesting a 1.9 billion rupee ($41 million) fine imposed by the Directorate General of Hydrocarbons (DGH) over the company's failure to fulfill well commitments in Block WB-OSN-2000/1 off West Bengal. The state firm claimed soil conditions and an overlap with major shipping lanes hindered drilling.
