Are guerrillas in government ethical crusaders orinsubordinate renegades? At times, public administratorsencounter paradoxical situations in which "insubordinatecrusaders" or "ethical renegades" emerge and embarrassthe government. Needleman and Needleman (1974)named these oxymoronic members in government"guerrillas in the bureaucracy." The interrogative aboveis the one of the core questions that Rosemary O'Leary'sThe Ethics of Dissent: Managing Guerilla Governmentraises and discusses, using case studies and interviews.The author also raises the following questions: (1) howcan public administrators manage dissent, chaos, andguerilla government? and (2) how can public administratorssolve policy problems including (but not limited to)inevitable tensions between democracy and bureaucracy,between expressive behavior and instrumental activity,and between policy innovators and policy sustainers?
