摘要

The Terrorism Act 20001 was passed in the United Kingdom to consolidate the law relating to terrorism. However, whilst it built on previous anti-terror laws, it was the first time such legislation had to take a direct account of human rights following the adoption of the Human Rights Act 1998.2 The tension between the government's interest in security and the rights of individuals is not easily resolved, and a key police power provided for in the 2000 Act illustrates this dilemma.
