S-Oil Corp,South Korea's third-largest refiner,is planning to set up a 440,000 b/d refinery in the western industrial city of Seosan at a cost of Won 1.7 trillion(US1.8 billion),local government officials said March 14.Plans call for the refinery to include a 440,000 b/d crude distillation unit and a heavy oil upgrader,according to an application submitted by S-Oil to the local government February 10.S-Oil in its application said it hoped to have the plant ready by 2010,Seosan officials said.
