Blackouts redux - industry's on-again off-again relationship

BLACKOUTS THROUGHOUT THE world seem to have occurred more frequently of late, and though undoubtedly true, the publicity these events have received ensures that they are ever so much more noted. Today, blackout "experts" are many and varied, so much so that a goodly number of them possess not one minibyte of technical knowledge, which apparently does nothing to detract from their expertise (at least in their own mindsets). It is against such a background that we attempt a look at the situation in this issue, albeit with the guidance and knowledge of our authors - truly recognized expert in this field.
