A future pool of suitably qualified and high calibre seafarers can only be guaranteed with improved and sustained training. This may not be possible if training institutes' responsibility ends after the completion of shore based training and the ship owners' responsibility is confined only to ship board training. This continues to be a major flaw in the system and to make matters worse there is nobody fully accountable for the completion of the Maritime Education and Training. The shore based institution is the right place to complete Maritime Education and Training of the future merchant navy officer in India.
