摘要

On 5 November, as the cold weather heralded the return of winter, the Government launched its annual 'Keep warm, keep well' campaign for 2010/11, coinciding with an announcement by gas suppliers of impending increases in household energy bills (King, 2010). Nurses are well aware of the health toll that cold temperatures can bring to the elderly population, and as the cold draughts infiltrate the often uninsulated homes of the elderly poor, some fatalities will undoubtedly result.
