ANALYSIS OF WAIT AND SEE STRATEGY FOR DVB-T2 TECHNOLOGY MIGRATION

Although the new digital terrestrial television (DTT) standard, digital video broadcasting T2 (DVB-T2), has been widely adopted internationally and enables higher spectrum efficiency, migration to DVB-T2 requires huge amount of extra resources for television broadcasters to upgrade their broadcasting systems on the one side and viewers to purchase DVB-T2 set top boxes on the other side. The digital switchover from analog to digital was completed in 2012 in Taiwan would make current DTT viewers reluctant to buy new set top boxes. Moreover, the benefits of spectrum efficiency brought by DVB-T2 are doubtful for DTT broadcasters without sufficient contents for transmission. Besides, there are others uncertainties of DVB-T2 migration, so the technology transition issue of DTT requires a further investigation. In this research, we propose two scenarios to deal with this issue: DTT broadcasters are free to decide whether to migrate, and DTT broadcasters are forced by National Communication Commission to migrate in a certain period. The result concludes if broadcasters have options, they will not migrate to DVB-T2. However, if broadcasters are forced to migrate in a specific period, instant migration to DVB-T2 would be the best strategy.
