Under the Local Government and Public Involvement in Health Act 2007, local authorities have a responsibility to work with their local NHS on a Joint Strategic Needs Assessment (JSNA) with the aim of improving health in their area. The Health and Social Care Act 2012 revised this responsibility, stipulating that this activity be carried out through a Health and Wellbeing Board. These boards were established as forums where leaders from the health and care systems could work together to improve the health and wellbeing of their local population and reduce health inequalities. Clinical commissioning groups (CCGs) and local authorities have legal duties both to reduce health inequalities and to improve the health of their communities.
