'A Bastard Project' - BLM's Deliberate Delays and a Manager's Personal Liability

The editorial section of The Wall Street Journal (July 31, 1996) is an unlikely place to find a rendition of the Bureau of Land Management's machinations regarding mining leases in Wyoming. However, when deliberate delay and obstruction reaches the level of defiance by BLM of a final decision of the Interior Board of Land Appeals ("Board"), that makes not only for good legal action, but a good story for the general public. We are indebted to Samuel Western, a writer on national resource subjects in Big Horn, Wyoming, for bringing to national attention the trials and eventual triumph of Eugene Simons. Mr. Simons is a 75 year old geological engineer of Casper, Wyoming, who has waged a 29 year legal battle with BLM. His triumph is the triumph of persistence.
