In December 2004, Jiangsu Union Cement, a company indirectly held by Chia Hsin Cement Corporation announced that its new production plant commenced operation. It is expected that the daily production capacity of clinker will reach 5500t by utilising the dry process rotary short kiln designed and manufactured locally, In order to satisfy the PRC construction industry's demand for high quality cement, and in response to the Government's "strengthen the large, transform the small plants" policy, Union cement plant began improving its existing production by modifying its three existing cement grinding mills and constructing a new dry process rotary short kiln. The first mill upgrade began in January 2003, and was completed in September 2003. The upgrade of the other two grinding mills began in the 1Q of 2004 and was completed in the 4Q of 2004. In 2005, annual production of the cement grinding mills is expected to reach 1 Mt, up from 240,000t prior to the upgrade. Two existing wet process rotary long kilns were shut down in June 2004, and construction of the new clinker line with a daily production capacity of 5500t of clinker completed as scheduled.
