The legislation applies to all UK businesses woodland owners who own trees when they are harvested and placed on the market, as well as businesses that buy and sell wood products. From 03 March 2013, the EU Timber Regulation requires that, when treesare harvested in the UK, a person or organisation is identified as an 'operator' and undertakes 'due diligence'. The legislation also places a requirement on businesses downstream from the operator, referred to as 'traders'.The National Measurement Office (NMO) is responsible for implementation of the legislation in the UK. The NMO has explained that its approach is to help businesses comply with legislation rather than rush to prosecute. They will monitor compliance on the basis of risk assessment and they understand that the UK domestic sector is low risk.
