Shippers have been avoiding travel in the dedicated Emissions Control Areas (EGAs), in which the use of low-sulfur bunker fuel is regulated, by taking longer, alternate routes because it is cheaper for them to use dirty bunker fuel. Conforming to the low-sulfur bunker fuel regulation costs the vessels an additional $30K; therefore, up to half of the vessels entering the port bypass the zone by going through the Navy's Point Mugu Missile Test range.
