摘要

Fuel and energy industries is the base of the Russian national economy structure, due to the dependence of all levels budgets on the effectiveness and stability of the oil and gas industries development. The development of the Russian fuel and energy industries is focused on the implementation of short-term projects and the maximization of current profit that in the long term can lead to an increase in the already existing gap between technological development of Russia and Western countries. Moreover, there are a number of the fuel and energy industries, the potential of which is undervalued today. To correct the current direction of the fuel and energy complex development, detailed study of assessing the strategic potential is required. It will allow allocating the investments at the regional and federal levels. The criteria of the economic potential evaluation must be a comprehensive economic indicator that will go from the "one-sided" assessment of the commercial efficiency of the projects to maximization of the fuel and energy complex and related industries production capacity. In this paper is proposed to use the indicator of gross value added to evaluate the strategic potential of energy and fuel industries.
