On 12 July 2010 the coalition 1 Government published its NHS White Paper Equity and excellence: Liberating the NHS; and, with it, an indicator of major changes to come.Two weeks earlier, as a prelude to the White Paper, the Chief Nursing Officer for England, Dame Christine Beasley, through the NHS Institute for Innovation and Improvement published High Impact Actions for Nursing and Midwifery: The Essential Collection, which spotlights eight excellent case studies from around the UK that are predicted to save the NHS millions of pounds (NHS Institute for Innovation and Improvement, 2010a).
