摘要

Public health ethics provides the justification for the surveillance and monitoring of patients and their prescription narcotics. Once such a system is in place, clinical ethics requires the disclosure that opioid treatment agreements provide. The key role of OTAs is not to help patients make informed choices about whether to accept the supervision but simply to disclose its requirements to patients.
