After outpacing nearly every other industry -except possibly the high-tech field - in this decade, recycling collectors, processors and end users suffered numerous bruises from heavy braking in 1998. In interviews with nearly four dozen recycling leaders, many experts raised the same concern: Has recycling plateaued, or will we once again see growth? While a review of this magazine's past 12 issues will tell you something about what happened in 1998, such a reading doesn't place these separate findings in a broader context, which is this article's purpose. By talking with numerous officials, a series of major recycling issues are apparent, including those summarizing what has happened to us and what might occur in 1999 (see sidebar).
