BBC's Lucy Adams: 'HR isn't an organisation's conscience'

But she insisted: "We were trying to save money. We have two per cent staff turnover in some areas [of the BBC], with people who have been there 20 or 25 years. We took ￡20-million a year off the cost base and 30 per cent of senior managers left.
