A U.S. State Department mantra in the run-up to the 2002 World Summit on Sustainable Development (WSSD) in Johannesburg was "sustainable development begins at home." The Department used that mantra to underscore its core message:that sustainable development requires effective and supportive national governance and adherence to the rule of law.
