In this paper, we propose an algorithm for one-pass VBR (Variable Bit Rate) MPEG video encoding. The proposed algorithm can enhance the picture quality using two techniques while maintaining low delay encoding property. The first is scene adaptive dynamic GOP (Group of Picture) structure control technique that controls GOP structure dynamically according to the picture characteristics using macroblock (MB) activity information. The second is precise bit budget prediction technique for appropriate bit allocation based on the activity and motion characteristics analysis. Since the processing speed of the proposed algorithm is almost equal to the conventional CBR (constant Bit Rate) MPEG encoder, it is applicable for such as DVD contents encoding.
