A set of new standards will be employed for ST assessment in China, according to a directive jointly issued by the Ministry of Science and Technology (MOST), Ministry of Education, CAS, the Chinese Academy of Engineering, and the National Natural Sciences Foundation of China. The document stresses that quality of a research result is the priority consideration in science evaluation, and the final goal in the appraisal lies in encouraging and guiding ST workers in innovative research. ST evaluation should be focused on representative and outstanding work achieved by research professionals. Quantity should not be one-sidedly stressed at the expense of quality, and the misconduct of exaggeration should be eliminated, according to the directive.
