Officials: Export Control Reforms Aim To Create Government-Wide System

Senior administration officials involved in the export control reform effort this week drove home the point that they are in the process of creating a new export control system that will ultimately reflect a government-wide consensus on what items to control and how to control them, but within the current agency structure. In a Feb. 4 forum held by the Center for Strategic and International Studies (CSIS), officials described the reform effort as being well into the second phase, which they said must be completed before they can consider the third phase. The stated goal of the third phase it is to create a single licensing agency and a single export control list.
