EU Council Links Trade Defense Instrument Vote To Proposal On China

No progress has been made in moving trade defense instrument reforms to a vote in the European Council since May, a delay that will continue because the reforms have been linked by member states to the Commission's pending proposal addressing China's non-market economy status, sources told Inside U.S. Trade this week. European Union sources said no serious work has been done on the reforms since May 13, the same day a Franco-German paper was submitted to the Council calling for strengthening trade remedy Laws. A vote is not expected in the near future because the Commission's proposal addressing the expiration of a provision in China's World Trade Organization accession protocol on Dec. 11 may not be released until October, at the earliest.
