After a long delay, the United States this week tabled its proposal for special financial services-related provisions in the Trade in Services Agreement (TISA) just in time for a new round of talks in Geneva, opening the door to what are likely to be more intense discussions on sectoral issues. Financial services is just one of six sectoral "annexes" that TISA participants have agreed to discuss, according to Geneva sources. The other areas are telecommunications and electronic commerce; regulation and transparency; professional services, including the new area of computer services; maritime transport; and "Mode 4," or the movement of natural persons.
