What regulations, with regards to an emerging market in the telecommunication services, ought to be set? It is difficult to evaluate the unit prices on a hypothetical network in an emerging market in the field of telecommunications. This is because there exist some liquid elements, such as investment risk, in such an emerging market. This paper proposes what a regulation should be in such an emerging market, in addition to discussing and analyzing the contents of the current Network Charge Controls, which commenced on 1 October 2009, and will be in operation in the U.K. until 2013.
