The U.S. and Mexico are exploring the renegotiation of two 2014 agreements suspending an antidumping and countervailing duty case against Mexican sugar at the request of the American Sugar Coalition, which represents the petitioners. The push for the renegotiation is driven by the fact that the suspension agreements are not working as intended in terms of the amount of raw and refined sugar being exported from Mexico. Mexico is shipping more sugar that meets the technical definition of raw sugar in the suspension agreements, but can be used in commercial applications without further refining.
