Assistant Secretary for Export Administration Kevin Wolf this week said the Obama administration is weighing a variety of potential compromises on a proposed cyber security export control rule in order to avoid hindering cyber defense research, including possible license exceptions. "Whether a [compromise] is a license exception carveout or something more fundamental, I have no idea because we are still talking about it," Wolf said at a Dec. 2 meeting of the President's Export Council Subcommittee on Export Controls. "There is no consensus on what the next step should be." He said the only certainty regarding the rule is that the next step will be a new proposed rule, not a final one.
