U.S. scores sweeping win at WTO in agriculture import licensing dispute

A World Trade Organization panel has sided with the United States on all counts in a challenge brought by the U.S. and New Zealand over 18 Indonesian import licensing measures that allegedly restricted or prohibited imports of certain agriculture products. In a report released on Dec. 22, the WTO panel examining the case determined that the Indonesian import licensing schemes under question constituted quantitative import restrictions in violation of Article XI:1 of the General Agreement on Tariffs and Trade. GATT Article XI prohibits quantitative restrictions on imports other than duties, taxes or charges.
