China's System and Vision of Innovation: An Analysis in Relation to the Strategic Adjustment and the Medium- to Long-Term S&T Development Plan (2006-20)

This Special Issue is dedicated to an understanding of the innovation system in China. It brings three papers on learning and innovation at the firm level, three papers on sectoral systems and one paper on corporate governance. Most of the papers were originally presented at the 2006 and 2007 CICALICS Workshop and CICALICS Academy which took place in Chengdu (2006) and Beijing (2007), China. This paper aims to introduce the Special Issue in the context of China. The rapid rise of China has attracted increasing interest of researchers and ordinary readers. The recent decision that China made on innovation-based and harmonious development which is articulated in the National Medium- and Long-Term Science and Technology (S&T) Development Plan (2006-20), has received a lot attention from the international community around the world. The decision and the 2006-20 National S&T Development Plan make up the most important background for the understanding of the innovation system in China and of the challenges that China is faced with for the new development strategy.
