Pollution abatement cost savings and FDI inflows to polluting sectors in China

Pollution-intensive industries tend to migrate to areas with relatively lenient environmental regulation in order to save pollution abatement costs. This may create 'pollution havens' in the host area. Despite its theoretical popularity, this hypothesis has limited empirical support. In particular, there is little empirical evidence from developing countries.
