HEAT MEASUREMENT IN CENTRAL HEATING SYSTEMS AND COST DIVISION BETWEEN USERS

The order by the Power Industry Management Office Tariff Regulation to estimate the cost of heat on the basis of its amount measurement faced administrators of blocks of flats with the responsibility of dividing these costs between users. In Poland cost division is done by means of heat cost allocators placed on radiators or heat meters. There are some instances of applying fixed rates related to the usable surface of heated flats. The text contains assessment of accuracy of cost division by means of heat cost allocators placed on radiators or heat meters, with emphasis on significant mistakes typical of both devices. The mistakes are more serious in the case of heat cost allocators placed on radiators.
