The recent OECD steel summit in Paris started a discussion process that could lead to resolution of the industry's chronic over capacity problems. However, if the talk is to lead to action, some very tough decisions will have to be taken by both governments and producers.The scale of the problem was highlighted by Tom Usher, chairman of USX, the largest US integrated steel producer, who estimated global excess capacity to be a massive 250m. tpa. This has led to a collapse in the price of many products and serious trade disputes.Government and industry representatives from 37 of the world's leading steel making nations attended the summit and are now consulting with steel producers in their own countries to address the issues of overcapacity, economic viability, and the impacts of capacity closure.
