On the one hand, there is acute shortage of labour in South Indian tea plantations. On the other, there is severe unemployment in rural belts of far-away states like Jharkhand, Chhattisgarh and Bihar. For a few years now, plantations in the South, including the Nilgiris, are encouraging the inward movement of this workforce from the North. Consequently, plantations in the Nilgiris, like those in rest of South, have vast migrant labour.
