Asset status for tea bushes

Really incomprehensible why none of the major tea producing countries in the world has so far granted 'Asset' status to tea bushes, particularly when their very character profile stands identical to that of quarry and mines, plant, machinery and tools, buildings etc. It is bewildering while the government of major tea producing countries has been introducing, from time to time, very many incentive packages to boost up country's tea production how such an important matter could lost sight of!
