Communities should evaluate opportunities to provide waste prevention incentives to both waste generators and waste collectors. Cities can participate in waste prevention activities and serve as an example in the community, and they can implement land-use policies to provide waste management infrastructure. Furthermore, cities have the authority to create financial incentives for waste prevention activities by businesses and residents. If all else fails, communities can ban materials that create environmental problems in landfills (e.g., they generate methane or leachate) within their jurisdiction, until those wastes have been treated (e.g., composted) to neutralize their effects. A variety of mechanisms are available to governmental agencies to enhance waste prevention activities, but each should be tailored to the local system in order to provide the maximum benefit.
