To achieve NMS-based hierarchical GMPLS path routing, which we previously proposed, it is essential to develop methods of specifying the GMPLS subnetworks and creating GMPLS links. In this paper, we describe such methods, which have two main characteristics, with Java implementation examples. The first characteristic is that the management system should maintain a hierarchical structure for the GMPLS subnetworks at the time they are specified. The second characteristic is that if a link is newly established between any two routers, it should be registered as a representative link in the hierarchically highest subnetworks terminating the link. By applying these methods, it is possible to establish effective routing candidates in each sub-NMS.
