Nothing new in that; if those goons wanted to surprise us they'd propose a policy that included some common sense. No, this particular announcement was notable because it began by tackling something worthwhile (people still using mobile phones while driving), but quickly degenerated into Whitehall silliness and then concluded with a remarkable and worryingly general flail.
