In W-CDMA uplink, all users' received signal quality deteriorates in the beginning of a frame when a high data rate packet is admitted in the frame. In this paper, to avoid the deterioration of the signal quality, we propose a new radio resource management which accomodates high data rate traffic gradually in several frames. As another approach, we also propose an effective power control scheme, which sends a power increase command to all users before a high data rate packet is transmitted. Simulation results show that joint utilization of the proposed two methods make it possible to keep good signal quality for all users.
