On September 28,2012, President Obama signed into law an appropriations bill to keep the federal government running for the first six months of fiscal year 2013, roughly through March. See Continuing Appropriations Resolution, 2013, Pub. L. No. 112-175, 126 Stat. 1313 (2012). The continuing resolution funds federal agencies based on fiscal 2012 spending levels with a slight increase, 0.6, over the previous year. The continuing resolution includes public land allocations at fiscal 2012 levels that extend the authority of the Secretary of Agriculture to develop a pilot program to enhance the administration of rights-of-way and other land uses. Id. § 143 (extending Consolidated Appropriations Act, 2000, Pub. L. No. 106-113, § 331, 113 Stat. 1501 (1999)).
