The Shivalik foothills forming part of outer Himalayas in India are spread in the states of Uttarakhand, Himachal Pradesh, Haryana, Punjab and Jammu & Kashmir covering an area of 4178 m ha (FAO1999). The IWDP (Hills) was envisaged to cover the ecological fragile area of the lower Shivaliks in the catchments of Ghagger, Sirsa, Markanda, Swan and Chakki rivers. Thrust was on involvement and participation of local communities particularly women in the process of natural resource base rehabilitation using a host of people friendly vegetative conservation technologies. One of the serious constraints in the widespread adoption of successful concepts, technologies and skills has been the lack of sufficiently trained human resources. The watershed management training is essential for capacity building of project staff, para professional, NGOs and stakeholders (Tejwani 1994). Trained and motivated cadre may contribute to sustainable management of soil, water, vegetation, livestock and other natural resources.
