Before partition Punjab consisted of the present Pakistan Punjab, Indian Punjab, Haryana and part of Himachal Pradesh. In 1966, Haryana emerged as a new state carved out of the old Punjab. Large parts of irrigated area went to Pakistan and only a limited area remained in India. With restructure of Punjab and Haryana as independent states the latter suffered more from aridity, sandy soils and lack of surface irrigation facilities. The sub soil water in the larger part of Haryana was brackish and unfitnot only for drinking but also for irrigation. It was only after the irrigation facilities from Bhakra dam that water that is primarily used for drinkingand industrial purposes also became available for irrigation.
