The pre-tea Session was chaired by Dr. Sutanu Behuria, Secretary to the Government of India, Department of Fertilizers, Ministry of Chemicals and Fertilizers, New Delhi and Mr. H.C. Grover, Ex-Chairman, FAI Chaired the post-tea. Session. Mr. A.C. Dubey, Chief Economist, FAI, New Delhi acted as Rappporteur. In all, four papers were presented in the session viz., (i) 'Agricultural Policies and Food Security : Implications for the Fertiliser Industry' by Mr. Luc M. Maene, Director General, International Fertilizer Industry Association (IFA), France; (ii) 'Global Price Outlook for Fertilisers and Raw Materials' by Mr. Luke Hutson, Senior Analyst, FMB, London U.K.; (iii) 'Urea Policy Within Reforms' by Mr. Rakesh Kapur, Joint-Managing Director, IFFCO, New Delhi and (iv) 'Nutrient Based Subsidy (NBS) and? Beyond' by Mr. Kapil Mehan, Managing Director, CIL, Hyderabad.
