Roll over of unpaid subsidy to the next year has become a common practice in the Union Budget rather than an exception. The amount of carry forward has been increasing substantially in recent years resulting in tremendous pressure on the financial position of the fertiliser companies.The amount of unpaid subsidy has been escalating from about Rs. 7,200 crore at the end of 2010-11 to Rs.22,000 crore by the end of 2011-12 and Rs.32,000 crore at the close of 2012-13.
