The sieved coal gangue is used to replace part of the aggregate of the ordinary cement stabilised crushed stone to optimise the mix ratio design. The results of the study show that after optimisation tests, the mass fraction of cement in the coal gangue cement stabilised base material is 6, and the average unconfined compressive strength for 7 days is 5.5 MPa. After 90 days of curing, the specimens prepared according to the optimised gradation have a compressive resilience modulus of 2800 to 3 500 MPa, a splitting strength of 0.688 to 0.763 MPa, and an unconfined compressive strength of about 7 days. 75 of 90 d. Cement-stabilised coal gangue meets the mechanical index requirements of substituting the base course and base course materials.
