U.S. pipe and tube mills operated at 28.3 of capacity in November based upon preliminary shipment data. This is a decrease of 2.9 percentage points from the October rate once adjusted for final U.S. domestic shipments. At this time last year, the average operating rate was 42.9. These figures encompass all U.S. mills.
