Green movement has been spread to buildings. Various countries have listed green buildings in their urban development plans. Therefore, they attempted to change buildings with green buildings that are energy saving and environment friendly. Data envelopment analysis (DEA) was used in this study to evaluate efficiency. The districts in downtown areas of Fujian area were the research field in this study. The research results were found as follows: (1) The index values of inputs/outputs were substituted into CCR and BCC models. The overall production efficiency and pure technical efficiency of urban environmental quality were calculated. The returns to scale of urban environmental quality were acquired by dividing the two; (2) Slack variable analysis was used in this study to figure out the improvement direction for urban environmental quality. Finally, discussions were proposed according to the results. Accordingly, it is considered that promoting the efficient use of energy and water in buildings should be prioritised by the urban government. Furthermore, sustainable development should be centred in the decision-making processes.
