With President Joe Biden's Nov. 15 signing of the Infrastructure Investment and Jobs Act, or IIJA, ENR reported that federal agencies are stepping up plans to implement the landmark spending package. David Wormald posted this comment: "While the significant increases in existing and new discretionary grants under the IIJA are sorely needed and will benefit the national economy in the long term, most state and local governments and agencies do not have the financial or labor capacity to increase their capital funding and project management by the same percentage of growth, inhibiting their ability to leverage much of the funding in the near term. The bottleneck appears to be a constraint on the ability to spend the funds at the local level in the next five years."
