Richmond, California, may delay coal, coke ban

The city of Richmond, California, has agreed to consider delay- ing its ban of coal and petroleum coke storage by three years as part of a settlement with facility owner Levin Richmond Terminal, coal producer Wolverine Fuels, petroleum coke pro- ducer Phillips 66 and the state of Utah.
