LONDON (ICIS)--The recent build-up in oil stocks, which has reached an “exceptionally high level”, has in fact decelerated in 2016 and will continue to do so over the next few years, meaning oil prices will rise to approximately $65/bbl by 2021, said OPEC in its 2016 World Oil Outlook (WOO) report on Tuesday.
